Unemployed persons
This report shows the number of recipients of unemployment benefit in Finland at the end of the year.
This includes persons who have received a non-zero unemployment benefit dated to the last day of December and paid out by the end of March of the following year.
The report covers both the earnings-related benefits provided by unemployment funds and the basic unemployment benefits paid out by Kela.
The benefits are divided into main categories according to the basis of eligibility, i.e., into benefits paid during unemployment and benefits paid during participation in employment promoting service. Job alternation compensations are included under 'Other basis of eligibility'. The data relating to the earnings-related unemployment allowance also show details for persons having received the allowance during a temporary layoff or for additional days. These persons are included among the recipients shown as having received the allowance during a period of unemployment or during participation in employment promoting service.
Important to note: Unemployment allowances have been payable during participation in employment promoting service since 2010.
End-of-year data are available since 2005.
