Data content
The report contains data on recipients of labour market subsidy at year-end, analysed by basis of eligibility,
and on persons employed by means of a wage subsidy or in receipt of a business start-up grant financed with funds
allocated to the labour market subsidy. Starting with 2015, the data on wage subsidies and start-up grants show
the total number of persons who are eligible for the labour market subsidy and whose employment is subsidised
by means of a wage subsidy or start-up grant. Funds allocated to labour market subsidies are no longer used for
wage subsidies or start-up grants.
Data on wage subsidies and start-up grants are based on Ministry of Employment and the Economy registers.
Data on recipients of the labour market subsidy are based on Kela statistics.
Participation rate refers to the persons participating in employment promoting service, employed by means of a wage subsidy or in receipt of a business start-up grant as a proportion of the entire population covered by the report.
The data in the report can be analysed both on the basis of the number of days on unemployment benefit or
labour market subsidy.
- With regard to the data on recipients of labour market subsidy, class value is determined according to the number
of days on unemployment-based labour market subsidy that the unemployed person had accumulated by the reference period.
- The classes used in the data for 2010–2014 are 'Under 500 days' and 'At least 500 days'.
- Starting with 2015, the classes used are 'Under 300 days', '300–499 days', '500–999 days', and 'At least 1,000 days'.
- The classification of wage subsidies will change with effect from 2015 data:
- In the data for 2010–2014 and part of the data for 2015, the classification is based on the duration of unemployment benefit.
The class ‘At least 500 days of unemployment benefit’ includes difficult-to-employ persons who have been paid labour market subsidy on
account of unemployment for 500 days or who have exhausted their entitlement to the unemployment allowance.
- Starting with the data for 2015, the classification is based on the cumulative number of labour market subsidy days during unemployment.
However, for wage subsidy periods beginning before February 2015, the classification used is that based on the duration of unemployment benefit.
- In the pre-2015 data, recipients of start-up grants cannot be analysed on the basis of the number days of payment of unemployment benefit.
These recipients are included in the totals only.
Labour market subsidy provided in the form of integration assistance is not shown for the years 2010–2014.
This form of labour market subsidy was discontinued at the beginning of 2015. Current recipients were transferred
to the regular labour market subsidy.
