The Finnish pension system is comprised, broadly, of two statutory schemes which provide, respectively, national pensions and earnings-related pensions. Pensions payable under motor insurance and employment accident plans and under the Military Injuries Act and the Act Concerning Injuries Sustained in Military Service (referred to collectively by the Finnish acronym SOLITA) are also part of the Finnish statutory pension system.

This report contains data about the number of recipients of pension paid out from the national pension and earnings-related pension schemes, and about their total pensions. Pensions paid to recipients living abroad are included as well. With regard to statutory pension provision, the report is nearly exhaustive, excluding only persons in receipt solely of a SOLITA pension and their pensions. The only form of voluntary pension insurance included is the registered supplementary pension security financed by employers.

The different pension categories cannot simply be added together, as a single person may receive pension benefits from both the national pension and the earnings-related pension scheme at the same time. It is not possible to receive more than one category of pension at a time from Kela, but earnings-related pensions may consist of several benefits that are payable under different pension acts or belong to different categories of pension benefit.

The total pension may consist of a pension from Kela, an earnings-related pension, related SOLITA pensions, child increases, regular/additional front-veteran's supplements, and - until 2007 - a housing or care allowance for pensioners.
