Data content

This report contains data on labour market subsidies funded by municipalities. Labour market subsidies paid during unemployment are partially funded by municipalities in the event that the unemployed recipient has already been paid labour market subsidy during unemployment for a minimum of 300 days. The funding is provided by the unemployed person’s home municipality as of the payment date of the labour market subsidy.

The report only covers labour market subsidies which receive municipal funding. This means that labour market subsidies paid during participation in employment promoting service or to persons in receipt of the subsidy for less than 300 days, which are funded entirely by the state, do not show up on the report.

In 2006–2014 the municipalities financed 50% of the labour market subsidies paid during unemployment to recipients who had been paid labour market subsidy for at least 500 days of unemployment. At the beginning of 2015 the municipal funding was extended to cover recipients who have been paid labour market subsidy for at least 300 days of unemployment. The share of municipal funding is 50% for those whose labour market subsidy total is between 300 and 999 days. The municipalities have since 2015 financed 70% of the labour market subsidies paid during unemployment to those who have been paid labour market subsidy for 1,000 days or more.

The report contains a classification showing the cumulative number of labour market subsidy days from the data for 2014.

Starting with the year 2014, the municipality data reflect the situation in the month of invoicing, i.e. the month following the statistical reference month. This means that in cases of municipal merger, the final payments made by dissolved municipalities in December are included in the data for the newly merged municipality.

The default selection used in the report is the prevailing geographical division of municipalities, whereby the data for dissolved municipalities are included in the data for the newly created municipalities throughout the time series. If a division of municipalities that existed in a previous year is selected, data for dissolved municipalities are available only until the end of November. As for the month of December, such data are included in the data for the newly merged municipalities.
